현재 $use_sendmail의 기본값은 0입니다.
그런데 이 경우 이메일 주소를 등록하려 하는 경우에 아무런 오류메시지로 알려주고 있지 않고 있었습니다.

$use_sendmail=0인 경우에 오류메시지를 돌려주도록 합니다.
